General Mulligans
Plague of Madness is a very good option for controlling the board early on and you'll want it in your hand from the start. Acidic Swamp Ooze makes up for its downside.
Togwaggle's Scheme is your only way of shuffling cards into your deck and you should try to get it early so it will shuffle at least 7 in.
Aggro Mulligans
Here I would just opt for a bit more damage in the hand, and Plague of Madness still works fine there.
This is a Saviors of Uldum brand of Miracle Rogue focused on hitting Mogu Cultist’s win condition and summoning Highkeeper Ra , though I should note it has been created prior to SoU’s release and might be suboptimal in a few weeks. The game plan here is clearing the board whenever possible and drawing out your deck until you get Tak Nozwhisker. The ideal combo is an upgraded Togwaggle's Scheme onto Mogu Cultist while Tak Nozwhisker is on the field on turn 8 or 9, into a turn 10 win. But if that is not possible, using Togwaggle’s Scheme following a use of Myra's Unstable Element will guarantee a Mogu Cultist whenever you play a draw effect, which this deck has in spades.
Notes:
- Plague of Madness will be critical for keeping down the enemy’s big minions and can easily combo with Acidic Swamp Ooze. Sahket Sapper and Conjured Mirage are both meant to maintain board control heading into the late game.
- Gadgetzan Auctioneer is your main method of drawing in the late game, and should be the strategy if you don’t have already have Tak by turn 6 or 7. Try to save some of your low cost spells until then.
- Witchwood Piper is of course there to draw out your Mogu Cultists if you don’t have them already, but also works to pull Acidic Swamp Ooze if you already have it. If you need neither, try to get out a more durable body instead of the Piper.
- Shadowstep is included to 1) Keep a Mogu Cultist alive or 2) To remove your Tak from board so you can play out your Cultists
