Unless Amazon is running a pretty deep sale on coins or offering coins back to you when you purchase an item you are likely only to save very little and this is due to the coin tax. If you are in an area that has sales tax you won’t be taxed when you purchase the actual coins, but you WILL be taxed a “coin tax” when you go to purchase your Hearthstone packs. This means your purchase of what you’d expect to be 4,999 coins for 40 packs could be in the 5,200 coin range.
If you are in one of these areas, then I’d recommend only purchasing Amazon Coins when there’s a big sale on them or they are running a kickback promotion (you get coins back when you make a coins purchase).

How-to Buy Hearthstone Packs with Amazon Coins
If you already have an Android Tablet or Phone, then it is really easy. Install the Amazon Underground App Store, Install Hearthstone through the Amazon App Store (remove your current version of Hearthstone if you have one), purchase coins through this link, use the coins to purchase packs in game!
If you don’t have an Android device, then this process gets a bit more complicated. You can, however, still get packs via an Android Emulator (it’s free). Here’s a step-by-step process on how to accomplish this:

Download MEmu Android Emulator. This is the best one I’ve used, other ones are slow, and force you to download a bunch of apps. Install the Emulator, start it up and let it run through the installation/update process.
Once this is installed, click the browser button to the bottom left.
In the search bar at the top of the screen type in “download amazon appstore”.
Click the link that reads: “Download Amazon App Store”.
Then click on the Get Amazon Underground button.
I had to click “Retry download” because it didn’t start automatically, but it might work for you.
Click Browser and then “Just Once” just in case you want to use this later.
This is going to start the download, click, hold, and drag down the black bar above the browser that has small icons on the left and right side. If you can’t find this, click the circle button at the bottom right of the emulator (this will bring you to the home screen). Then click the downloads icon at the bottom of the screen.
You should see the Amazon_App-1.apk file downloading, once that is complete click on it. From here, scroll to the bottom of this page which will enable you to click Install.
Once installed it should give you the option to open the app in the bottom right of the screen. When this opens, you will need to login with your account or create a new one. After you login you will be given the following screen, click on “Just take me to Amazon Shopping”.
In the search bar type in “hearthstone” and click on the Hearthstone app.
Hit the Install button on the top right.
Again you will need to scroll down to enable the install link. Install the Hearthstone app. Once it is installed, click open and Hearthstone will run through updates. After the updates are over, click sign in, if you are given a prompt about a Google Drive account, just click no. Sign into the Battle.net account you play Hearthstone with.
So this is the point in the process where it’s better to purchase the Amazon Coins you need on your computer. The Hearthstone client in these emulators can sometimes be sluggish and buggy. If you use the following link to purchase the coins, it helps support the site, so we really appreciate it!
Once you’ve purchased your coins, click the Shop button at the bottom left of your screen. In my case, I’m going to be pre-ordering Journey to Un’Goro, but the process will be the same if you are just buying packs. Select what you want to purchase, and hit the Buy button (this won’t charge you anything yet).
You will be prompted with a screen similar to this one below. Make sure to pay attention to the “coins tax” under the actual coin cost. In certain areas you have to pay this coin tax, so make sure you have enough coins to continue. In my case, I am receiving 500 coins for free because of a special deal with pre-ordering Journey to Un’Goro packs. When you’re ready, click Buy Item.
You will be sent to a screen to confirm your in-App purchase. I go ahead and require a password for future in-app purchases just to be safe. Once you hit continue here, it can sometimes take a little while to process your order so just be patient and you should eventually get a “Purchase Complete!” prompt.
My last recommendation is that you don’t open your packs in the emulator. Like I mentioned before, these emulators are fairly slow so it’s a pretty laggy experience for the most part.
