Wouldn’t it be more useful to replace Tracking with Secret Plan?
You’d want your tracking in the late game to help draw your power cards. Turn 10 Tracking into DS Rexxar, Professor Putri, etc., is MUCH better than turn 10 Secret Plan into some random secret for example.
