Some 40 card decks will be good. But certainly not all.

I am not so sure. You will basically be diluting your deck with 10 cards that are less optimal for 10 health. 25% chance of a “bad” draw for 10 health will not always be a good choice

I’m not sure what you mean by punishes, but the mode is pretty crappy and feels meaningless.
