Mulligans

General Mulligans

Kobold Librarian gets a body on the board and acts like a 1 cost hero power. It's super good turn 1 and you'll generally want to keep it in your opening hand.

Aggro Mulligans

Taunts will be your hero vs decks that are faster than you. Also important is the amount of health they have -- your 2 health flame imp is killed by more things than a 3 health voidwalker -- which means, against aggro specifically, there's a better chance of your minions staying alive early. Getting high health minions on the board your first couple turns is extremely important against aggro decks.


Control Mulligans

When you're the aggressor flame imp is probably your best turn 1. Firefly + dire wolf is also a scary combo that can be tough to deal with if you get it off early enough. Only keep dire wolf if you have 1 drops in your hand already. Dire wolf on its own isn't great and it's wasting a lot of potential -- you'd rather have a strong turn 1.

The general strategy is to gain as much tempo as possible to quickly overwhelm your opponent and take the game into your own hands. Your key to victory relies on smart trades, knowing when to face, knowing when to go wide vs tall (playing around specific removals), and the positioning your minions correctly for dire wolf.

Subbing darkshire councilman for 2 hooked reavers is an option but I have no idea which one is better. Both cards are situational and could end up being fairly useless for an entire game. However, both also have the potential to win games — it just depends on which one wins games more often.
