General Mulligans
Armor vendor is always nice to contest the board and provide a health buffer. Backfire should be kept even against aggro to help you fish for tools like your drain souls and soul rends.
Aggro Mulligans
These tools are useful for slowing aggro and healing your face. Soul Rend and Drain Soul are definitely the most powerful of the group.
Control Mulligans
Against warrior or in a mirror, these options can provide opportunities to get ahead while forcing an answer. Jaraxxus is your win condition against control, and one of the ways you lose is having it be stuck at the bottom of your deck.Use your control tools to stay at a reasonable health total and keep your opponent’s minions in check. Soul Fragment are useful for healing or slowing down fatigue when opposing control.
Against control, Jaraxxus is usually your win condition.
Neeru is actually just another way out or the way to win the mirror.
Rustwix doesn’t need to be saved for Neeru, but can, especially in a mirror. 
Tickatus can be used to bring your opponent closer to fatigue or, if you already have jaraxxus or rustwix in hand, speed up the progress to fatigue in a mirror.
