Mulligan guide? And is Rexxar worth crafting? I don't have many legends

Rexxar is the key of deck. Rexxar is really worth it, and its relevant in all hunters but i suggest you this deck: MACHAMP’S (GYONG) #1 LEGEND HYBRID HUNTER. It has worked better.

Okay, but I should I be trying to start with secrets and spellstone, or a good minion curve?

That depends on what you face, you must see what you can do and what deck the other has.
