No, it is not. It is a win condition on its own. Against Druid, for instance, you can use it to block their super turn by playing it a turn before. Also, if you have the Wargleives equipped, it is a cost 4 that destroys all your opponents monsters right away.
Cool list, I remember a nice Cycle heavy Nomi demon hunter a while ago. Was pretty fun, maybe Nomi could be considered now as a win condition for a control list like this.
I also played with the 3/5 dragon to generate more consume magic/mana burn’s (2 mana burns with Nomi plays around soul mirror for example). Obviously now 3/5 dragon can also get you Twin slice which is great as well.
