General Mulligans

We are just looking for early game value. Therefore, any interactive card that costs under 3 mana is going to be good.  

Shaman has some great situational 3 drops, therefore the beetle is an acceptable keep if you are fishing for a 3 mana play and have a 1 mana critter.

Charged hammer is nice to have because it sets up a useful hero power for the mid and late game. However, it's certainly not essential or recommended to keep in all situations.
