Not 100 percent sure, but as an avid elemental shaman enthusiast I believe this card could take the deck to tier 1. Meta dependent ofc. Imagine replacing a menacing nimbus with this for some more utility / less randomness.
3 damage instead of 2 for a (probably) preferable effect? count me in.
