So, how cheap does this need to be to be worth it?
6 mana? Absolute garbage
5 mana? Getting warmer, but still doesn't feel like something I'd intentionally put in my deck
4 mana? If on curve, hell yeah. Later in the game it's OK
Any cheaper feels great
So how many cards do you need in hand to make it 4 mana? 7 cards including Living Horizon himself. Possible, sure, but not easy... There might not be enough payoff for stuffing your hand full of cards beyond Living Horizon
