The card works the same as Kazakus or Ignis, the Eternal Flame. First you pick your Location cost (1, 5 or 10 mana). Location always has 3 uses, no matter what cost you pick. Then you choose two different effects to add to it. Effects scale depending on the cost of the Location you picked.
