When I read the first part of the text I was like damn this is a decent card and then when I read the second I tried to burn it with fire.

It'll either decrease a card by 1 mana or increase it by 1 instead. As Zeddy pointed out you won't be running it but Shaman could get it randomly off Serpentshrine Portal haha

Haha jeez I was like 'how on earth is this card bad? It either reduces by 1 or - if you're lucky - it'll increase the reduction even further' ... :D
