A card that makes your deck worse unless a condition is met (this getting cariel handbuffed) isn't good.
This needs to be at least at +2/+2 to be playable and even that seems like it is pushing it.

This card is actually pretty good. in an aggro deck you will get to chose your next draw and give it +2/+2
It also work well with the 2/1 that handbuff. Preferably play little minions to get the most tempo out of it!
