Other cards to try:

Glacial Shard : A one-drop with a good effect, but 1 health.

Arcanologist : Good stats for mana and good effect; obviously it requires you to play some Secrets. Best Secrets to play in a tempo deck like this are probably Mirror Entity and Counterspell.

Primordial Glyph : Arguably the strongest new Mage card due to its massive flexibility. Epic, so not in a budget list.

Pyros : Probably better than Shimmering Tempest; helps activate Elemental effects and has more than 1 health. It’s legendary, though, so not in a budget list.

Fire Plume Phoenix : For a neutral minion, it’s pretty good; stats are slightly below par, closest comparison is Rogue’s SI:7 Agent, which is exactly the same except costs 3 mana but only deals 2 if you played a card earlier that turn. In any case, this deck is flooded with 4-drops, and I feel like Mage with its Hero Power and strong spells doesn’t need the additional removal attached to a weak body on curve. Still, could be used! It is an Elemental!

Faceless Summoner : Good value usually, helps refill board; I didn’t include it in the initial list since it’s not an Elemental and I wanted to make sure Elemental synergies were hit.

Blazecaller : Bigger Fire Elemental, very good. Epic, so not in a budget list.

Cards that are probably the weakest:

Flame Geyser : Damage is low, other effect is really only for activating Elemental effects; replace with Primordial Glyph when possible.

Shimmering Tempest : Kind of like Loot Hoarder and Babbling Book, but 2 mana for 1 health is lackluster for this kind of tempo-based deck. Replace with Pyros and/or Babbling Book when possible.

Igneous Elemental : Lackluster stats for the mana cost, and the deathrattle has no immediate impact on board; really only included to activate the many 4-mana cards that require an Elemental to be played the previous turn. If you feel like there are more than enough Elementals in the deck, replace with…maybe Arcanologist/Secret package?

Arcane Intellect : A good card, but many of the other cards in the deck already give card advantage when played; getting something on board or helping a minion stick may be better for this deck. If you feel like more tempo is needed, replace with…probably Arcanologist/Secret package?

Firelands Portal : A (usually) good card, but Blazecaller is basically a (usually) better card, also dealing 5 damage but guaranteeing 6/6 in stats, rather than random, usually lower stats. Replace with Blazecaller when possible!
